The Head of Operation and Compliance is responsible for safeguarding the operation and compliance of the Greenpeace Beijing office, including implementing strategy to get the Beijing office registered, leading the works to expand and diversify TAP (Temporary Activity Permit) partners, ensuring compliance with the INGO law and other regulations, and developing effective relationship with governmental and related actors to enable and support campaigns works in mainland China. The post-holder is responsible for managing the Political and External Affairs Specialist, Operation and Partnership Manager and other staff working in the areas.

 

 

Purpose and Scope of the Job

The Head of Operation and Compliance is responsible for safeguarding the operation and compliance of the Greenpeace Beijing office, including implementing strategy to get the Beijing office registered, leading the works to expand and diversify TAP (Temporary Activity Permit) partners, ensuring compliance with the INGO law and other regulations, and developing effective relationship with governmental and related actors to enable and support campaigns works in mainland China.

 

The post-holder is responsible for managing the Political and External Affairs Specialist, Operation and Partnership Manager and other staff working in the areas. The post-holder assumes a leadership role on registration matters in mainland China, along the direction agreed with the China Chief Representative (CCR) and Executive Director (ED) of Greenpeace East Asia.

Job responsibilities

●    Lead the development and implementation of registration strategies according to agreed direction with the CCR and ED. 
●    Lead the development and implementation of TAP diversification strategies according to agreed direction with the CCR.
●    Lead, produce or streamline internal compliance-related protocol, SOPs and other process-related mechanisms and oversee their implementations in collaboration with program, finance and legal functions. 
●    Actively engage in building effective relationships with governmental and related actors to strengthen a safety network for Greenpeace campaign works. 
●    Engage in shaping the strategic direction of Greenpeace Beijing office.
●    Provide strategic advice to policy work, political analysis and risk management in order to promote Greenpeace’s environmental goals. 
●    Represent CCR when needed in the external meetings with governmental and related actors or with TAP partners. 
●    Lead, motivate and manage staff in line with organizational aims and objectives to ensure effective staff performance and that staff development, training and performance reviews take place. Mentor staff on the best practices in carrying out their responsibilities.
●    Allocate staff to projects and provide guidance to the design and implementation of plans related to responsible areas. Coordinate staff capacity and tasks according to agreed program priorities.
●    Assist Senior Management Team in crisis management.
●    Make presentations and respond to public speaking requests. Attend and/or organize conferences.
●    Liaise with other Greenpeace offices and Greenpeace International for issues related to responsible areas.
●    Uphold Greenpeace's independence and protect its image as an independent, authoritative voice for the environment.
●    Develop, monitor and authorize expenditure in order to ensure cost effectiveness and strategic expenditure.

Skills and Expertise required

International NGO operation/governance knowledge, finance skills and understanding the national regulation and laws related to international NGO operation in mainland China.

Strong political sense, understanding government operating mechanisms and culture, and abundant government network.

Strong interpersonal communication skills and negotiation competence.

Specific Work Environment

Works in a standard office environment, and is frequently required to travel to other Greenpeace offices, campaign locations or locations where environmental problems require the presence of Greenpeace representatives.
