Purpose and Scope of the Job

The Project Manager provides leadership to campaign projects, especially the mission critical ones for GPEA program, and beyond GPEA in the case of global projects. The position is responsible for setting direction, strategy and plan for, as well as overseeing successful implementation of the campaign projects. As line manager of the program staff (often in the project team she/he leads), the Project Manager is responsible for performance management and staff development of her/his subordinates.


The Project Manager may also be assigned to take lead in program wide initiatives beyond project leading, for example chairing relevant communities as assigned by the Program Steer Committee



The post holder works under the general direction of the Deputy Program Director or Program Director, and assume responsibility for the assigned program area. The post holder demonstrates considerable independence and initiative with respect to decision-making, and provides leadership for planning, development of campaign strategies.

Decisions made by the post holder significantly impact the overall success of Greenpeace East Asia program.

The post holder manages a team of program staff. Discretion is exercised in handling confidential and sensitive information.

The post holder prepares, monitors and controls expenses and budget.

Job responsibilities

Conceptual tasks, Strategy development and/or Project management

  • Propose projects according to program / campaign strategy. Provide leadership to the development of the project(s)’ objectives, strategies and activities in order to achieve well integrated and impactful program work.
  • Oversee the implementation and make timely strategic adjustment according to internal and external changes to ensure the successful achievements of the project(s)’ objectives.
  • Stay abreast of current and emerging developments relating to the project(s) related issues areas. Analyze new developments in support of campaign vision, objectives and strategies.


  • Actively represent Greenpeace in public activities, the business, scientific and government sectors, the environmental community at large and the media, to achieve campaign objectives and strengthen the profile and credibility of Greenpeace. Undertake reactive and proactive media work as required.
  • Liaise and build relationships with business, government and non-governmental organizations on issues of relevance to meeting program /campaign objectives. Communicate and engage with inter-governmental bodies and government officials as needed.
  • Prepare written materials, communicate with government officials and industry representatives. Make presentations and respond to public speaking requests.
  • Liaise with other Greenpeace offices and Greenpeace International. Promote support within Greenpeace to advance program goals.

Support/ Coaching/ Leadership

  • Provide leadership to the project team. Manage, motivate and facilitate the work of staff. Inspire and encourage staff to be innovative in all aspects of their work. Determine priorities, assign responsibilities and supervise staff.
  • Recruit and line manage program staff as required. Build staff's competency. Identify staff training needs based on the needs of the program as well as the development pathway of the staff. Manage performance of staff and tackle performance issues.
  • As required work as task giver of projects, provide knowledge-based guidance to design and implementation of projects; ensure the project is resourced and on track. Check-in with project leader and provide coaching and necessary support. Keep GPI and Steer group informed of the project status.
  • Provide expertise with respect to specialized project issue areas. Maintain high-level of knowledge on the issues related to responsible areas.
  • Provide expertise and strategic advice to management on all internal and external issues related to the responsible area.
  • Support the development and management of the  issue/ functional community to preserve core expertise for the organization.  Encourage knowledge sharing & learning culture in project teams and communities.

Compliance/ Keeping Framework Conditions

  • Oversee budget and ensure that all expenditure is kept within the allocated budget. Ensure financial and administrative procedures are followed by the project team.
  • Oversee the integrity and quality of outputs and products of the projects responsible for.

Skills and Expertise required

Proven track records or familiarity in at least one of the following:

  • At least one core environmental issues that greenpeace is campaigning for: climate & energy, toxics & pollution, food & agriculture, forest & ocean protection, etc; or
  • Familiarity in campaigning and/or non-profit operation, project management etc; or
  • Other proven professional experiences from the public policy, international relation, consulting, research, finance, journalism, marketing sectors etc
  • Familiarity in the social, political and cultural context of one of the geographical jurisdictions that GPEA operates.
  • Proven record of management capabilities
